Government Endorses Bawku Mediation Report, Announces GHS1 Billion Revitalisation Fund

The Government of Ghana has formally endorsed the mediation report presented by the Asantehene, Otumfuo Osei Tutu II, on the Bawku chieftaincy dispute, describing it as a comprehensive and credible framework for restoring peace, reconciliation, and stability in the area.

In a statement issued by the Minister for Government Communications and Presidential Spokesperson, Felix Kwakye Ofosu, the government said it fully accepts all the findings and recommendations contained in the document submitted to President John Dramani Mahama on 16th December 2025.

According to the statement, the government recognises the legal position affirmed by multiple Supreme Court rulings, which uphold Naba Asigri Abugrago Azoka II as the legitimate Bawku Naba. It noted that no individual or faction has the mandate to challenge his authority.

The government also accepted recommendations for the safe recall of Alhaji Seidu Abagre, who was installed as a rival chief, to Nalerigu, where he is expected to assume an alternative traditional role under the guidance of the Nayiri. State agencies have been directed to facilitate his movement.

The statement expressed confidence in the continued leadership of Otumfuo Osei Tutu II and appealed to him to support subsequent reconciliation and confidence-building measures between the Mamprusi and Kusasi communities.

Acknowledging the deep social and economic toll of the prolonged conflict, President Mahama has directed the establishment of a One Billion Ghana Cedi Bawku Revitalisation Fund. The fund, to be disbursed between 2026 and 2028, will prioritise infrastructure recovery, including roads, health and educational facilities, irrigation systems, security installations, and commercial centres.

The Fund will be chaired by the Minister for Finance and Acting Minister for Defence, Cassiel Ato Forson, with the Upper East Regional Minister, Donaltus Akamuguri, and Majority Leader, Mahama Ayariga, serving as members.

Government called on traditional authorities, political actors, youth groups, civil society, and religious organisations to support the peace process through restraint, dialogue, and goodwill. It emphasised Otumfuo’s admonition that the process is not intended to produce winners or losers, but to restore order and unity.

The statement expressed appreciation to all stakeholders, including the Asantehene, the Nayiri, and the Bawku Naba, for their cooperation during the mediation, and urged residents to abide by the recommendations in the interest of national stability.

The government concluded by reaffirming its commitment to constitutional order and lasting peace in Bawku.
